The racewalk rule to which you think you refer states that that the athlete shall maintain contact with the ground at all times.
So, for example, someone of, say, your inclination could drag his knuckles the whole way and be considered legal, if not clinically "grounded."
In other news, I know this will come as something of a surprise, but I don't take criticism well generally; it seems to be my one fault.... 8 )
BUT, all of this does bring back the day when I did have something of a race pace I could speak of in public and I remember that once or twice random area runners passed, or were passed by, me in races and called out, "Hey, it looks like you're running." To which, quite naturally, I replied, really without even thinking, "Yeah? Well, it looks like you're WALKING."
Oh, the fun we had.......
