Who is loco? (I meant local)

I was wondering why Leonard Vergunst was not considered to be a "local" runner for the results of the ATR. I thought that you had to be from Mobile/Baldwin county OR a Port City Pacer member. Is that incorrect? Leonard is in the Grand Prix results so I assumed that he must be a Pacer member and therefore eligible for local awards.
