you could be violating some sort of law, or the treasurer could think that it's a tip, or the weight of that second application could require an additional 24 cent stamp (and who has one of those), or the applications could get swapped and you wouldn't be eligible for the super cool shirt. Play it safe. Use 2 envelopes and 2 stamps per envelope. It's better safe than sorry. Think about it, we only want what's best for you.
