I believe a mat cost on the upside of $1000. A reliable person with a video camera placed at the halfway point will do the job.
We used a camera at the cannon at the ATR maybe 15 years ago to catch a guy who was a perennial cheater at the ATR, it was a little hard to catch him because of the volume but for First Light it ought to be very easy if you just taped the first hour after the lead runner passed 13 miles.
