In response to both questions, the course is predicated on what the Traffic Dept will let us do. We have put out many proposals and certain factors are considered. For instance, The Canal St split, taking ALL the street (we use to have the whole street in the past), Police want to keep the east bound lane for an emergency lane. As for the "backed up" 5K. Makes sense if it doesn't cause an issue with the ATR start equipment but I don't know how having 2 different locations for a finish line can be handled. And of course, if a Cruise Ship comes back in 2014 or later, all things change again.
