How about adding a new competition altogether and leaving the current Grand Prix alone? It certainly has its place and has worked for many years. And also, it's not really a great idea to change the rules on a competition that has already started and points are already being acumulated.
Why not come up with some rules for a new competition. Score it separately and see if PCP will post the results, similar to the corporate cup. Sounds like a competition that weighs out performances over different distances would be good. Pick one race of each distance. Does it have to be a PCP event? Maybe include the Moonlight Mile up to the Holiday Half (I agree with Jon, NO marathons, they should be kept in a category of their own.)
