Some neighborhoods come to mind. These that I have run in have a general loop incorporated in them - Llanfair/Yester Oaks, Smithfield and Woodhillcrest/Hickory Ridge. In these, I have not been bothered with dog attacks but twice and they were minimal in disruption of my run.

Another place but not as scenic would be local tracks - Murphy H.S., McGill-Toolen H.S., UMS & Univ. of South Alabama's.

One other idea would be Midtown/Dauphin St. area. Any loop could be made there with the help of Government St. close by to complete a loop. All "main" streets in that area have sidewalks to use.
